Report of the International Congress on Neurosciences and Childhood Care and Education

Opening session

Investing in Early Childhood: A scientific and political imperative

The report published following the International Congress on Neuroscience for Education and Early Childhood Protection—organized by UNESCO and the Babilou Family Foundation—marks a major step forward in bridging scientific research and educational policy.

Building on the Tashkent Declaration, the report highlights how neuroscience contributes to understanding early brain development, learning inequalities, and the importance of socio-emotional skills. It features insights from leading researchers such as James Heckman, Ghislaine Dehaene Lambertz, Grégoire Borst, and Adele Diamond, alongside contributions from practitioners, policymakers, and parents.

The conclusions are clear: the early years are critical. Every investment in preschool education can yield significant returns, both individually and societally. The report outlines practical levers to strengthen public policies and empower those working in early childhood to support each child’s development effectively.
